Dear Sir,

I have just received a letter from London, date 21 Inst. & find the arrangements have taken place as follows. Duke of Portland—in the Treasury. C Fox & Ld. North—Secretaries of State. Lord J Cavendish—Chanr. of the Excher: Admiral Keppel—First Lord of the Admiralty. Ld. Stormont Ld. Carlisle Lord Privy Seal & President of Council The letter does not determine, how these two stand.

The American Merchants met the same day. A Committee of 24 was appointed to watch & inspect proceedings of Parliament; & the meeting afterwards voted an Address to the King on the Peace, hoping such commercial regulations would be adopted, as would best promote intercourse with America, & encouragement to manufacturers. It is to be presented this week.

I beg you will communicate the above arrangement, which took place on the 21 Inst, with my most respectful compliments to Dr. Franklin, & believe me to be with the greatest sincerity, Dear Sir Your obliged & hble Servant,
