Sir,

I had the honour of writing to you the 6th. June last, wherein I requested the favour of you, to put his Excellency in mind of obtaining permission from the Minister, that I might be admitted as a Capt. in the french Merchant Service, it would be of Infinite Service to me, as I have freinds here that would willingly employ me in that Capacity, but Cannot, as I am not authorized; I have Papers with me that will Certify, I have Commanded Vessels out of Philadelphia since the Year 1774.

I make not the least doubt, If you will oblige a Country-man so far, as to remind his Excelency of it, he will obtain it for me without Difficulty, if it Cannot be, I am willing to sail in the Service of my Country, & as I have been Informed by the first Lieut. of the South Carolina, now at Amsterdam, that there is a Frigate there, that has not as yet her Officers, I should be proud of shewing my attachment to my Country, by being Employ’d abord of her, & I flatter myself that the Certificate which was Inclosed in the Letter to his Excelly:, will Certify what berth I am Capable of filling.
