Although I have regularly forwarded two copies of the Journal as printed, one for the legislative and another for the Executive branch of Government, yet least some of the sheets may have been mislaid, and thereby the Volumes rendered incomplete, I now forward to your Excellency two complete copies of the Journal of last year bound, one of which you will be pleased to transmit to the Legislature, reserving the other for the use of the Executive.

On the 28th, July last, I had the honor of transmitting a copy of the enclosed resolution of the 27th, by which I am directed to apply to the Executives of the several States for 13 copies of the Legislative acts thereof since the 1st of Sept, 1784, and to adopt a similar mode for procuring the acts which may thereafter be passed as aforesaid. The purposes for which these copies are desired and the end to be answered are fully explained in the resolution.

In consequence of this resolution, I have received 13 copies of sundry acts from the States of Massachusetts and South Carolina, one of which I delivered to the Delegates of your State for the use of the Legislature thereof, and I am informed by his Excellency the Governor of Connecticut that previous to the passing of this act, that State had sent a copy of its acts to the Legislatures of the several States.
