Having always had a strong desire of personally assuring your Excellency my profound Respects I avoided taking the Liberty to importune you with any other recourse, but as unexpected Events deprived me of injoying this very much wishd for honour, I do it now in order to make a tender of my Service to the honourable Congress and to your Excellency with full assurance that I will exert my wake talents and capacity in the honour of your very pretious Commands.

As all the Ports of this Kingdom [of which this is a capital one] lye open thank God for all ships from the thirteen united Provinces, and as there’s no Body here to represent an acting Person for Such as may arrive, I sincerely offer my self to this purpose as Agent or Consul, which Employ or any other your Excellency be pleased to confer on me, may depend on being well Served with both Zeal and Fidelity.

I have been in Spain and Portengal since the year fourty five, a patented officer in the former, and Substitute to the royal Accademy of Sciences, and the Kings Cabinet of Phisick Keeper in the latter, without having regressed ever Since to my Country for reason which in reality do honour to my Sentiments but I hope to see Soon the like Diffucltys removed, issuing from a compleat triumph over our common Enemys.

I refer your Excellency to the inclosed Letter from Mr. William Outram dated in Seville the 21st. Jany 1778 to William Lee Esqr: which is an evident Proof of my aforesaid mentiond Desire, so humbly requesting you consider the Will for the Deed. I very ~y2 respectfully conclude and remain with unfeigned esteem and regard. Sir. Your Excellencys most obedient humble Servant
