West Chester, New York November 30th. 1785
May it please your Excellency

In the year 1777 I had the Honor of delivering to your Excellency at Passy a Letter from my worthy Friend Dr. Price, which induced you to give me introductory Letters to some of your Friends in Pennsylvania, which procured me a Surgeoncy in one of the Perma. Regiments in which I continued during the war. Permit me Sir to acknowlege my gratitude to you.

Seeing you have recommended to the honorable Assembly of Pennsa. to take into consideration the Establishment of an improved system of Revenue; with the greatest diffidence I take the Liberty to inclose to your Excellency a few pamphlets on this Subject, that I published in this State; though the Plan may be in some respects impracticable yet I flatter myself the general position of it will stand a mathematical demonstration, and may furnish hints for an improvement to be made in it.

The personal interest I have in the Finance of Pennsa. is my least motive for wishing it at that Point of political greatness which the Presidency of your Excellency predicts. With the greatest esteem and respect I have the Honor to be Your Excellencys most obedient and very humble Servant
