My last respects to you were of the 7th Ulto, to which beg to be referr’d.

I have only to add, our Bay Continues in the Same Situation; to admit of no Bussiness being done; and whether a Change may happen by the Superiority of a French Fleet this Summer; impossible to Say. At present the British makes most rapid Strides in Virginia: and Continues to Destroy all Tobacco in the Public Warehouses: must make that Article Scarce one of these Days, and high; tho at present it is to be bought at 7/. to 10/. Specie per hundred, tho first quality - Cheap indeed.

I am impatient to hear the Fate of my Friends; and their Situation, Distresses me much, withwhom I make no Doubt you yet Correspond.

Four copies of the Inclosed Letter has been wrote to D Franklin at Paris. If necessary; and I wish if it was Possible, you would Send them Copy of Same and, by Some Private Hand going to London; to be Delivered in Safety; and they may be heard of at the House of Davis Strachan & Co. there.

From every Appearance, and Public Information, we have Sanguine Expectations, of Seeing Tranquility restord among us in the Course of next Winter, by the present Negotiations in Europe: to hope they will not break up, till so desirable an Object is accomplished to Enter on future Business, upon a more Solid Basiss, for till then, I have my Fears, little will be Done; though Phila. Continues flourishing by Arrivalls, and no obstruction to that Port but 100 Miles from this, Chiefly Water Carriage.
