Sir,

I feel a peculiar satisfaction in forwarding to your Excellency the inclosed act of our Legislature. As it breaths a spirit truly foederal and contains an effort to support our General Government, which is now reduced to the most awful crisis, permit me to solicit your Excellency’s co-operation at this trying moment.
