I take the Liberty to Present to your Excellency the Copy of a Memorial &c. Containing a Plan for the Settlement of a New State (which is now before Congress) with a Memorial intended to be Laid before Congress to bring forward a Grant for your Excellencys Patronage; the designs of the Plan is that every Subject in the Union, That Choose to become adventurers Shall Receive the advantages that may Arise from it. I have the Honour to be your Excellency’s most obediant and most humble Servant
