Sir,

The enclosed Letter was, at the last General-Meeting of the Cincinnati, put into my Hands by General Knox to translate—and I was directed to return it afterwards to your Excellency. Permit me to apologize for sending it at this late Hour,—it having lain. ’till now, misplaced and unobserved among the Files.
