Sir,

I have the honor of transmitting to your Excellency herewith enclosed, sundry resolutions passed since my last by the United States in Congress Assembled; One empowering the Board of Treasury to contract for the coining a certain quantity of Copper, a second for the sale of the Lands already Surveyed in the Western Territory, and a third extending the privilege of sending and receiving Letters and Packets free of postage to the members of the Convention to be held at Philadelphia on the second Monday in May next. With the greatest Respect I have the Honor to be Your Excellency’s Most obedient and Most Humble Servant
