Paris, January 8, 1777
Most Honorable Gentlemen.

I have served as an Officer since the Year 1750 from an Ensign to a Major which all my Commissions can show. And in the last War in Germany I have been Two Compayns aide Camp and Brigade Major to His Ser[e]n[e] Highness Duke Ferdinand, and one Campayn Quarter Generall for all the Brunswick Troops and after the War was over, I was send to the Court of England to Solicite Some remaining Demands which I got, but being Married in Engeland, I took my Dismission, else I should now be a Colonell in that Service and perhaps be Send with to America. I was in the last year applyed too for raising Some Recruits for the Government, but being not treated well for all my Trouble, I resolved to give it up, when I was last Month in Holland, and having had allways an Inclination to go to America (as I often told to Doctor Franklin when I had the honour to be acquainted with him in London.). Made me come here with a firm Resolution to offer my Service   and having at present still all my officers 16 in Number and 26 Sergeants out inlisting in my Established Countys for which I have they Patents ? and Libertys bought I am able to execute any Command with which you shall think proper to honour Me with, besids I have really in that View kept 80 Recruits back, which is a good begining. The present project of my Resolution is to Serve as an honest Man and officer the United Colonies and to execute to my Utmost all Their Commands under the following Conditions.

First. That I am to be made a Colonell, and to receive directely from the Honorable Deputys that Commission (and I will take my Oath of Fidelity to Them).

Secondly. That I receive The Power and Needfull to raise My Regiment as my Plan Number 1 showes the State thereof, with a Promisse That I and my Regiment are kept in Their Service.

Thirtly. That I would either raise the officers and Men, upon a due account being kept, or for a Certain fixed price.

Fourthly — That I must have leikewise all the Commissions Seigned and Sealed with the Names in Blank with me to be filled up with the Names by Me, when I engage them.

Fifthly. That I would provide as many Regiments after the Plan Number 2. in Germany as the Honorable Deputys should think proper, leikwise upon those Conditions to be fixed. Or That I could only raise the officers and Sergeants as my Plan No. 3 showes.

Sixtly. That I would provide as Maney Regimentals and accutriments as would be ordered.

Sevently. Leikwise Provisions if Wanted.

Eightly. That I would establish a good and Usefull Negotiation and Correspondence with Maney of the German Courts, having great friends and many Acquaintance at the Severall Courts; and great things could be formed and established thro’ that.

Neintly. An Object not attended too yet is the publication of many things thro’ which an affection and better opinion could be gained and to do this shall be my greatest endeaviour.

Tently. If any ships should be bought in the North I could assist in that or also to Mann them properly and as leight Cannons. Reiffell Guns and many other things one Wanted No Time should be lost. All this I leave to a farther examination and by the honour of a Speedy Resolution having the honour to remain in great Respects Your Most Obedient and Most humble Servant
