To you Gentlemen of the United States who have acted agreeable to a Right principle you that have Left your nearest connections houses &c to support truth and Justice to oppose Tyrants this in Defence of our Country. Tyrants may endeavour to enslave us but you that have lost Father Brother or Friend and flew to the Field to Vanquish Tyrants as also to all that wish to support Freedom and Justice this is addressd not to Sharpers neither to Stock Jobbers, but to you Gentlemen that detest Stock Jobbing and the South Sea Bubblers they had their days of yore, and may I not in Truth say that Stock Jobbing &c is roundly carrying on in our County, the United States (our Representatives ought to have no hand in it) they are called and might so be if our Gentlemen who we have given Some Powers will Act agreeable to Justice there has been much said about the Restoring Public Credit, but, I think there is no way it can be Done but by fulfilling public Contracts, so far as doing compleat Justice to the Public Creditors. It is well known that a great part of the money loaned to the United States in 1778 and 1779 were as good to the lenders as any loaned before that time, It was on the Confidence the lenders had of the faith of the United States being Solemnly pledged for the redemption of their Bill of Credit that induced those unfortunate people to Receive their Debits, and loan their Money. Money of them who are Redu[c]ed in Consequence of the fatal Resolution of the 28th. of June 1780 from opulence to the most wretched circumstances for no other fault but complying with the Resolves of Congress, my God I think if our Rulers had a Design to reduce the National Debt they might find a way less Exceptionable than the former. It is well known there is many men who lay in Obscurity different motives during the War who has since the Peace bought up army Certificates which entitles them to Anmities (they were at the Risk and price of Blood they bought) of five times the Interest of their Money, I conceive it would be no great breach of Justice to reduce the Certificates held by such Speculators Stock Jobbers &c to the Value they were generally sold at which I am certain would Reduce the Debt of the United States very considerable and might help to enable the states to do Justice to their former Creditors (and prevent Stock Jobbers &c) many of them who are Doom’d not to receive a tenth, and some not a Twentieth part of the Interest for the money they Loaned altho they have been in the field if our Rulers do not endeavour to do Justice to those unfortunate people perhaps it would be better to adopt another resolution and Strike off all the Domestic Debt which would be a great ease to the People who had wit enough not to give them Credit. It is an old saying a person may as well be hanged for an old Sheep as a Lamb But if the Solemn faith of the United States must be violated by Breaking Contracts it may as well perhaps be done for all the Domestic Debt as a part and it would Acquit our Rulers of the Charge of being Partial to the Public Creditors and would Prevent Sharpers and Stock Jobbers from Carrying on a Traffick which is Prejudicial to the United States and if carried on will be ruinous (and perhaps may cause a change in Rules) the Present Rulers I should hope would Seize every Means that is Just and Right to releive the People of the United States and Support their Credit abr[oad] this never will be done untill we have men that wish to Do Justice some such we have and m   if the People will be wise—we may not want     a Law giver Some say he was one Some Say a Tyrant but while he governed the Spartans well ought to be Command, all that is wanting is men at the Helm of Affairs that are not Sharpers nor Stock Jobbers and Dont to Bubble the People and Stop such A Sett that may Ruin the States and all this send you we have heard the Majority from North to South are Determined to have Justice Done.
