You were so oblidging as to promise to write to Mr. Jay. Coll Eyras goes to New York on Sunday to make an offer of the Alliance Frigate to Congress. She will soon be thoroughly repair’d and as her guns and Warlike Stores are here she can be sent to sea in a very short time one of the Finest Frigates in the World. Nothing we can possibly send will be so Acceptable to the Algerins as such a ship with a load of Naval Stores, which are plenty and Cheap. I believe there is no method by which Congress could so easily be enabled to treat with those Pirates. This ship with her Cargo would be of more Value to them than five time the sum in Specie she would cost In Sept. last Congress made a requisition from the state for specie. We could not supply it but offerd the    which they would not take. We will sell the    to Spain, which will make the purchase Easy to Congress and be of an advantage to this state.
