Sir

Mr. Anthony Lynch a Partner in the House of Messrs. Val. & Pat. French & Nephew. of this City, having Connected himself with me with a view of being established under american protection, a Gentleman whose attachment to the Interest of the united States of America is well known to all our Countrymen that have passed here since the disunion, and as this place is destitute of an american agent, or any one authorized to relieve the distress’d prisoners of our Country that frequently arrive here, I hope it may not be thought too presuming in me, to recommend him to your Excellency as a proper person for that office, which if not already granted your Interest in his favour will be ever Greatfully acknowledged by your Excellencys very respectful, and Most obedient Humble Servant
