Philadelphia April 28. 1780
Sir,

Col Armand put into my Hands a Letter from Dr. Franklin to you which (Col Armand having broken it open) appeared to be a Letter of Advice that the Doctor had drawn upon me in your favor for twenty five Louis in a Supposition that you were still in Col: Armand’s [?]. I have had no Bill presented to me & therefore I suppose you are uninformed of the Matter. I am ready to pay Dr Franklin’s Draft & indeed should have remitted you the Money but was unacquainted whether or not you were in the W. Indies. But there is another Difficulty. I cannot with Propriety pay the Money unless the Bill is presented & endorsed by you. If any of the Bills have come to your Hands & you will inform me of it & find the Bill it shall be paid. Mr William Bingham at Martinique will no Doubt very cheerfully negotiate the affair but the Bill from Dr Franklin must be received before anything can be done. I am Sir, your very obed. Servant
