William Temple Franklin to Jonathan Williams, Jr. (unpublished)
Passy, 19 Decr. 1781
Dear Williams,

I received yours of the 13th. Instant. My Grandfather is satisfied with your crediting his private Acct. with the Money paid you for him by Mr. Austin.

My Grandfather has long since wish’d to see Mumford plac’d in a Merchants Compting house, and so have I, notwithstanding he is useful to me as it would be much more to his Advantage than staying here. I have communicated your Letter to him. He is sensible of your Kindness, and will write you as soon as he has communicated your Offer to Mr. Deane, from whom he has just received a Letter directing him to set off for Holland, as Mr. de Neufville consents to take him into his Compting house. The Lad would prefer going to you, but he must follow Mr. Deane’s directions, if after being acquainted with your Proposal he should not change the Instructions already given him.

Mr. Barclay has as yet no Authority to appoint Vice Consuls, But he expects it with his Powers which were settling when he came away. He is now in Holland, but will soon return; when I shall communicate to him Mr. Limouzins Letter.

You may rely on every Effort of mine to serve my too modest friend. I know Mr. Barclay has a great Regard for him. Whenever I can give a useful and innocent Hint, I will. The apparent Motions of Courts are delusive; dont put too much Confidence in them.

M. de Vergennes is not promoted to M. De Paurepas Place, He still continues Ministre des Affaires Etrangeres, but he has the Portefeuil. The News of Paris is, that the Bishop of Toulouse is to replace M. de Maurepas, and at the same to have the Archbishopric of Paris: It is said he is a Man of very liberal Sentiments, and that if he is thus elevated, the Exercise of the Protestant Religion will be tolerated in France.
