Sir

I am sorry to inform your Excellency that, notwithstanding it seems to be the intention of the Confederation that all the States should punctually assemble in Congress on the first Monday in November, there are yet but five states represented namely Massachusetts, New York, New Jersey, Maryland and South Carolina. and one member attending from Georgia.

The late packets from Europe have, I understand, brought dispatches which demand the immediate and attentive consideration of Congress, I beg leave to transmit to your Excellency a Copy of a letter which I have just received from the Secretary for foreign affairs and hope you will be pleased to urge the delegates for your State to come forward as speedily as possible With the greatest respect I have the Honor to be Your Excellency’s Most obedient and Most humble Servant.
