Penn Street Saturday Morng [after Oct. 31, 1787]

I do myself the honour to send to your Excellency, the Pamphlet Respecting which I had lately that of addressing you Requesting your permission to place it under the Sanction of your Name. I wish it were more worthy of it but I hope its defects in this Respect may be obviated by the Consideration of its Motives—and of that high Veneration and Respect for your Excellency with which I have the honour to present it. Remaining most sincerely Your Excellencys Obedient and very humble servant
