My Grandfather has recd. your Letter of the 21. Inst and in awnsr. thereto directs me to inform you, that notwithstanding he has the highest Opinion of Capt. Connynghams Abilities & the good management of the Person to whom the Equipment proposed, is to be confided; Yet having no Authorization from Congress & no Public Money that is not otherwise disposed of, he cannot possibly be concern’d therein.—It is with Pleasure he understands the American Merchants at Nantes propose carrying into execution so patriotic a Plan, & he will willingly grant a Commission to Captain Cunningham, if necessary.
