Sir

I have the honor of transmitting to your Excellency herewith enclose an Act passed the 12th Instant by the United States in Congress assembled, for granting Sea Letters to American vessels—bound on long and distant voyages—that the mercantile part of your State may be fully informed of this Act, I have to request the favour of Your Excellency, that you will be pleased to cause it to be published in the public papers, or made known to them in such other way as Your Excellency shall think proper. With the greatest respect I have the honor to be Your Excellency’s Most obedient and Most Humble servant
