Deputy secretary to the Continental Congress (1775-76). Member of the New Jersey Assembly. Member of the Continental Congress (elected 1779). Delegate to the Federal Convention of 1787.

Born in Sumter territory, South Carolina. Graduated from the College of New Jersey (1768). Married Jane Smith; four children.
