French citizen who was a native of Limousin. Lived in St.-Domingue before settling in Georgia (1775). A lieutenant in the First Regiment of the Georgia Infantry.

Traveled to St.-Domingue to establish official contact between Georgia and the French colony (1776). Georgia’s agent for foreign affairs (1777).

Traveled to France, where he was to obtain contracts for arms and military supplies, and volunteers for the Georgia militia (1777).

Franklin provided him with a visa, money, and recommendations to merchants in France.
