A native of Geneva, he moved to London in 1768. Published his much admired description of the British political system, Constitution de l’Angleterre … (Amsterdam, 1771).

Struggled financially, and supported himself by his pen. Commissioned by Franklin to translate Beccaria’s Elettricismo artificiale … (1773).

Traveled to Paris where he hoped to publish Le Journal d’Angleterre, a review of articles from the principal London newspapers (1781).
